Regulations on Fire Safety Management for Firefighters

(Abbreviation: Site Safety Management Regulation)

   Chapter 1: General Provisions

Article 1 (Purpose) The provisions of Article 14 (1) 1, 2, 3, 6, 7 and 14 of Article 14 of the Framework Act on Health, Safety and Welfare of Civil Service Officials Its purpose is to prescribe matters concerning the safety management of on-site firefighting activities of firefighters in accordance with Article 8 of the Regulations on the Service of Firefighters.

Article 2 (Scope of Application) The scope of application of this Regulation is as follows.

  1. Matters concerning the safety management organization and its duties;

  2. Matters concerning safety training for on-site fire fighting activities;

  3. Matters concerning safety management of on-site fire fighting activities;

  4. Matters concerning the investigation of safety accidents at the site and establishment of countermeasures;

  5. Other matters concerning the safety management of firefighting officials on site.

Article 3 (Definition) ① Definitions of terms used in this regulation are as follows.

  1. “On-site firefighting activities” means firefighting activities pursuant to Article 16 (1) of the Basic Fire Protection Act, firefighting support activities pursuant to Article 16-2 (1), life safety activities pursuant to Article 16-3 (1), and Education and training necessary for firefighters under Article 17 (1) and (4); and rescue and first aid activities under Article 13 (1) of the Act on Rescue and First Aid.

  2. “Safety accidents” refer to the occurrence of casualties or property damage during onsite firefighting.

  3. “On-site fire-fighting personnel safety accidents” (hereinafter referred to as “on-site-crew accidents”) means accidents (including firefighting aircraft accidents or fire truck traffic accidents) in which firefighters are killed or injured during on-site fire fighting activities.

  4. “On-site fire-fighting team accident” (hereinafter referred to as “on-site battalion accident”) refers to an accident that occurred while a fire-fighting officer in the field firefighting activity did not lead to a field-crew accident.

  5. “Fire Vehicle Traffic Accident” means an accident that caused a personal injury during a fire accident traffic accident (fire traffic accident in Article 19 (3) 1 of the Enforcement Regulations of the Fire Equipment Management Act).

  6. “On-site crew accident,” etc. means on-site crew accident and fire truck traffic accident.

  7. “Occasional accident” refers to a situation in which a firefighter in an on-site firefighting activity is likely to cause a site crew accident, a fire truck traffic accident, or a field crew accident, but does not lead to a safety accident.

  8. “Fire duty civil servants” means cases where a net civil servant under Article 3 (1) 3 of the Civil Service Accident Compensation Act and a dangerous duty net official under Article 3 (1) 4 occur.

  9. “Fire officers’ public officials” means cases of civil injury under Article 4 (1) 1 of the Civil Service Accident Compensation Act and public illnesses under Article 4 (1) 2;

  10. “Death” means a case where a fire official dies within 30 days of the incident of a field personnel accident.

  11. “Severe injury” refers to a case where a fire official has been injured for three weeks or more as a result of a doctor’s diagnosis due to an accident on site.

  12. “Injury” refers to a case where a fire official has been injured for five days or more and less than three weeks as a result of a doctor’s diagnosis.

  13. “Injury report” means a case where a fire official has been injured for less than 5 days as a result of a doctor’s diagnosis due to an on-site accident.

  14. “Safety management” refers to measures and activities that prevent accidents by minimizing the causes of various accidents, correcting them, and removing them.

  15. “Site Commander” means the Site Commander (limited to fire officials) who directs the emergency rescue service pursuant to Article 2 (4) of the Rules for Emergency Response Response and Site Command.

  16. “General manager of health and safety management” means the chief fire officer in charge of health and safety management at the fire department under Article 9 (1) of the Enforcement Decree of the Framework Act on Fire Safety and Welfare.

  17. “Health and safety officer” means the fire officer designated by the head of the fire department among the fire officers who assist the general manager of health and safety management in the fire department according to Article 9 (1) of the Enforcement Decree of the Framework Act on Fire Safety and Welfare. .

  18. “On-site health and safety management officer” means the highest firefighter among the firefighters who are responsible for conducting the firefighting activities in accordance with Article 9 (1) of the Enforcement Decree of the Framework Act on Fire Safety and Welfare.

  19. “On-site safety inspector” means a permanent firefighter who is in charge of the safety management of on-site firefighting activities of fire departments in accordance with Article 6 (1) 3 (b) of the Regulation on Firepower Standards.

  20. “Site Safety Officer” means an emergency firefighter who is designated to secure the safety of field firefighting firefighters and to assist the Field Commander in the field safety management work.

  21. “Rapid Peer Rescue Team” means a rescue team designated by the head of the fire department to promptly rescue an incident when an on-site personnel accident occurs during on-site firefighting activities.

  22. “Site Safety Management Regulations” means the actions and procedures required at the disaster sites described in the standard operation procedures for disaster sites in accordance with Article 10 of the Rules for Emergency Response Response and Site Commands for on-site safety management of firefighters.   (2) Unless otherwise specified, the meanings of terms used in this regulation shall be the Basic Fire Protection Act, 119 Act on Rescue and First Aid, the Fire Protection Equipment Management Act, the Fire Safety and Welfare Basic Act, and the Disaster and Safety Management. Article 4 (Site Safety Management Regulations of the Fire Department) ① The head of the fire department prepares the regulations for the field fire safety management (hereinafter referred to as the “Site Safety Management Regulations”) for firefighting officials in accordance with each fire department. do. However, firefighters who do not prepare the site safety management regulations shall apply mutatis mutandis.

  ② The head of the fire department shall notify the Commissioner of the Fire Department in advance of the establishment or change of the on-site safety management regulations of the competent fire department, and shall report it to the Commissioner of Fire within 30 days of the establishment or change.

  ③ The chief of fire department should inform site fire management regulation to regular firefighters through regular or occasional training.

   Chapter 2 Firefighters Safety Management Organization and Its Jobs

Article 5 (Secretary Division of Fire Department and Firefighters) ① Each department of fire department in charge of on-site firefighting activities by type shall prepare a standard draft of on-site safety management rules and detailed standards for on-site safety management in accordance with Table 1 and instruct the firefighters in this regard. • Must be supervised.

② Each department of fire department in charge of on-site firefighting activities according to type 1 shall establish and implement accident prevention and safety management measures for the on-site firefighting activities in order to prevent accidents and safety accidents.

  ③ The fire department’s on-site safety management department and its composition shall apply mutatis mutandis to the fire department’s on-site safety management department and its composition.

Article 6 (Site Safety Management Organization of Fire Station) ① The fire safety site organization of fire department shall comply with Article 6 of the Rules on Fire Power Standards and Article 11 (1) of the Rules on Local Fire Fighting Organization and Garden Management Site Safety Inspector of the Administration and Health Safety and Welfare Team and Field Response Team.

  (2) The designation of the health and safety officer in accordance with Article 10 of the Framework Act on Health and Safety of Fire-fighting Officials (hereinafter referred to as “law”) and the on-site safety inspector under this regulation shall be in accordance with Appendix 1.

  ③ The chief of the fire department should endeavor to install a health and safety team and arrange a site safety inspector at the fire department in accordance with Article 11 (1) of the Rules on Local Fire Organization and Garden Management.

Article 7 (Occupational Health and Safety Officer’s Duties, etc.) ① The health and safety manager in accordance with Article 10 (5) of the Basic Act on Health, Safety and Welfare of Fire Officials shall be referred to in Article 9 (2) of the Enforcement Decree of the Framework Act on Health, Safety, and Welfare of Fire Officials. To perform the duties in accordance with paragraph 4.

  ② The on-site safety inspector of the fire station shall be in charge of the followings.

  1. On-site safety management assistant in the field of firefighting activities

  2. Implement the on-site safety management instructions of the site health and safety manager.

  3. Advice and guidance on education and training on site firefighting safety management

  6. Preparation of investigation report including field accidents

  8. Inspection and management of personal protective equipment of field firefighters

  9. Other matters related to safety management on site firefighting activities.

  ③ The on-site safety officer shall be in charge of the followings.

  1. Assistant on-site commander on site safety management during on-site fire fighting activities

  2. Follow the instructions on health and safety management of the site health and safety manager, site commander or site safety inspector.

  3. Confirmation of equipment wearing and physical and mental health status of field personnel

  4. Observe, report and disseminate risk factors for onsite firefighting activities.

  5. Other matters necessary for safety management during on-site fire fighting activities.

  ④ The head of the fire fighter’s office should arrange to wear a vest, helmet, etc. so that the site safety inspector and other members can be clearly distinguished in the field firefighting activities.

  ⑤ The Site Commander, Site Safety Inspector and Site Safety Officer (hereinafter referred to as “Site Commander”) shall endeavor to prevent accidents of members in the field firefighting activities.

  ⑥ In the event of a site crew accident, the head of the fire fighter shall not be held responsible for disciplinary requests or censures in accordance with this regulation when there is no intentional or serious fault in the conduct of the on-site commander, etc. in connection with the safety management of the site firefighting activities.

Article 8 (Designation, etc. of Site Safety Officers) ① The head of the fire department shall designate site safety officers in accordance with Table 2.

  ② The head of the fire department may be designated differently if it is difficult to apply according to Annex 2, such as the absence of a designated site safety officer.

Article 9 (Confirmation of Designation of Site Safety Officer) The chief of the fire department office shall check and inspect the designation status of site safety officer and educate the site safety officer from time to time to carry out the duties.

   Chapter 3 Field Fire Safety Training

Article 10 (Education, etc. on Site Safety Officers) ① Education on site safety officers, which should be conducted by the head of the fire department in accordance with Article 9, shall be in accordance with the following criteria.

  1. Safety management training in case of returning to on-site firefighting activities such as 119 safety center, rescue team, rescue team

  2. Special training for new hires, new employees, and job change employees

  3. Training on raising safety awareness and creating a safety culture in on-site firefighting activities

  4. Traffic safety training for fire truck traffic accident prevention

  5. Other special education on safety management at the fire department

  ② The daily on-site safety training for firefighters shall include the following.

  1. Matters included in the on-site safety management rules and detailed standards on site safety management

  2. Psychological education for safety accident case analysis, improvement measures and safety awareness

  3. Inspection and maintenance of personal safety equipment

  4. On-site safety judgment training to improve the ability to identify risk factors on site

  5. Action Procedures in Case of Safety Accidents

  6. Other matters necessary for the safety management of on-site firefighting activities.

  ③ The chief of the fire department should endeavor to develop and secure educational materials such as textbooks and textbooks necessary for safety education on site fire fighting.

Article 11 (Safety Training on Site Fire Protection) ① The chief of the fire department should conduct regular training on site firefighting safety management so that the relevant firefighters can maintain their physical and mental sense of safety in the field fire fighting.

  ② The head of the fire fighter’s office shall have the fire crew in charge of the fire department complete the training on the field fire safety management conducted by a specialized institution such as a firefighting school.

  (3) The head of the fire fighter’s office shall require firefighters to receive regular training on the safe driving of emergency vehicles in accordance with Article 73 of the Road Traffic Act.

  ④ The principals of central and local fire departments shall develop and organize on-site firefighting safety management courses in the curriculum for firefighters (including cyber education) to prevent safety accidents.

  ⑤ Fire officials should receive regular training on safety of on-site firefighting activities in accordance with paragraph (4) according to the following categories. However, training should be completed after opening the relevant curriculum at central and local fire schools.

1. New site firefighting safety education: The first training for firefighting officials in the field firefighting activities.

  2. Regular on-site firefighting safety training: Regular training for firefighting officials engaged in on-site firefighting every three years. In this case, education shall be received between January 1 and December 31 of the year of the year which is three years from the date of the previous field fire safety education.

  (6) Other necessary matters, such as subjects, contents, methods, and hours of education on site firefighting safety management under paragraph (5), shall be determined by the Central and Local Fire Principals.

Article 12 (Safety Training for On-site Fire Fighting Activities for New Firefighters) (1) The central and local fire department principals (hereinafter referred to as the “Principal”) shall provide education on the safety of on-site fire fighting activities under Article 11 (2) in the course of new firefighter officials. Should be implemented.

  ② The principal shall include emergency vehicle traffic safety education in accordance with Article 73 of the Road Traffic Act.

  (3) New firefighters assigned to the fire department without receiving training for firefighter officials from the central or local firefighting schools shall be given priority by on-site fire safety training by the head of the fire department.

Article 13 (Professional Training on Safety Management of Site Firefighting) ① Specialized training on safety management of on-site fire fighting activities under Article 11 (2) may be included in the Health Safety Manager Course and the Basic Health and Safety Course.

  ② The Health and Safety Manager course is conducted by the central fire department principal, and the basic health and safety course is conducted by the local fire department principal. Course contents and standards for training shall be determined by the principal in consultation with the fire department.

  (3) The head of the fire fighter’s office shall be responsible for the health and safety manager in accordance with Article 10 (3) of the Framework Act on Health and Safety of Fire-fighting Officials and the on-site safety inspector under Article 6 (1) 3 of the Rules on Firepower Standards. Prosecution must first complete professional training in the field of fire fighting safety.

  ④ The chief of the fire department and the chief of the fire department may entrust the education on safety management of on-site firefighting activities to specialized agencies such as the Korea Occupational Safety and Health Agency and the Korea Transport Safety Authority.

Article 14 (Development and Dissemination of Site Firefighting Safety Education Programs) ① The principal shall endeavor to develop and disseminate educational programs so that the head of the fire department may effectively operate education on safety management of on-site firefighting activities under Article 10.

  ② The education program under Paragraph 1 may include a participatory training course to improve the ability of firefighters to predict and eliminate risk factors in the actual site.

Article 15 (Pre-Education and Job Adaptation Training) The head of the fire department shall provide advance education and job adaptation training, etc. in accordance with the situation of the city and province, in order to adapt new positions and prevent safety accidents when firefighters are transferred to the field firefighting activities. It must be done. However, the relevant fire officials may not perform the certification if they have acquired the qualifications for the assessment of professional competence in related work.

Article 16 (Development of Training Plan and Inclusion) ① The head of the fire department shall establish a training plan for training related to the field firefighting activities (hereinafter referred to as “training”).

  ② In establishing the training plan under paragraph (1), the contents of the following subparagraphs shall be included.

  1. Confirmation of training place in advance

  2. Safety training related to training

  3. Individual job schedule (instructor, training commander, field safety manager, etc.)

  4. Manpower and equipment mobilization for training

  5. Training Safety Checklist

  6. Matters concerning designation of rescue workers and emergency system construction in case of accident

  7. Other necessary matters related to training

  ③ When the chief of fire department conducts the training, the chief of the fire department shall conduct the training as prescribed in 「Operation and Training Criteria for Fire Fighting Rescue Equipment」 and the Standard Operation Procedure for Disaster Sites.

  ④ The chief of the fire department may cancel or postpone the training or change the training method if there is a risk of an accident during training due to weather conditions such as heat waves, heavy snow, and heavy rain.

   Chapter 4 Site Fire Protection Safety Management

Article 17 (Enhancement of Safety Awareness, etc.) ① The chief of the fire department shall endeavor to promote safety awareness and to create a safety culture in the field firefighting activities of firefighters.

  ② The chief of the fire department may develop and investigate an index indicating objectively the safety level and safety consciousness of the fire department (hereinafter referred to as “fire department safety index”) and use it in promoting safety management policies.

  ③ The head of the fire department may not use the results of the fire department safety index for personnel purposes such as compensation or punishment for the organization or individual.

Article 18 (General Standards on Site Fire Safety Management) ① Fire officials shall establish and maintain basic safety management postures based on the basic principles of site fire safety management in Table 3.

  ② On-site commander shall give priority to the prevention of safety accidents of on-site firefighters.

  ③ The field commander shall grasp the general situation of the site firefighting area, identify safety risk factors such as explosion, collapse, and fall first, and establish the operation after overcoming the risk factors.

  ④ The site commander shall review and reflect the opinions of the on-site situation, such as the risk of safety accidents at the site, by the on-site safety inspector and the field personnel.

  ⑤ Fire officials must enter under the direction of the field commander when entering a disaster site such as a fire zone.

  ⑥ In addition, the detailed standards for safety management for on-site fire fighting activities shall be in accordance with the provisions of the standard operation procedures for disaster sites under Article 10 of the Rules for Emergency Response Response and Site Command.

Article 19 (Essential Confirmation Elements, etc. for Firefighting Activities on-site) ① The chief of the fire department shall improve the safety management capabilities of firefighters by utilizing the firefighting officers’ on-site firefighting safety management check elements in accordance with Table 4 after the on-site firefighting activities.   ② The head of the fire fighter’s office should make a record of the site safety judgment record of Form No. 1 attached to the fire officials of the fire department in accordance with Article 16-3 of the Basic Fire Protection Act and use it to improve the ability to identify risk factors at the site. On-site safety judgment training can be conducted.

Article 20 (Inspection, Management, etc. of Fire-fighting Equipment) ① The chief of the fire department shall possess the fire-fighting equipment in accordance with the Fire-fighting Equipment Management Act and its subordinate statutes, Rescue Equipment Retention Criteria, and Emergency Equipment Retention Criteria. You should manage your activities.

  ② Firefighters in charge of firefighting equipment management shall inspect and manage firefighting equipment in accordance with the Firefighting Equipment Management Act and its subordinate laws.

  ③ Fire officials shall inspect and manage personal protective equipment pursuant to Article 29 of the Enforcement Decree of the Firefighting Equipment Management Act for safe onsite firefighting activities in accordance with Annex 3 of the Enforcement Regulations of the Firefighting Equipment Management Act. However, the inspection and management of safety equipment not applicable to personal protective equipment such as life-saving alarms may be separately determined by the head of the fire department.

  ④ The head of the fire fighter’s office shall ensure that fire fighting equipment operators (limited to firefighting officers) operate firefighting equipment in accordance with their functions and uses in accordance with the Firefighting Equipment Management Act and its subordinate statutes for safe on-site firefighting activities.

⑤ For details on fire fighting equipment inspection, check by equipment provided by each department of fire department in accordance with the Fire Protection Equipment Management Act and its subordinate statutes, Fire Fighting Rescue Equipment Operation and Training Standards, and Attachment 1 in charge of on-site fire fighting activities by type. Follow the standards.

Article 21 (Operation, etc. of Fire-fighting Equipment) ① Fire officials shall use personal protective equipment and life-saving warning equipment (hereinafter referred to as “personal safety equipment, etc.”) in accordance with Article 29 of the Enforcement Decree of the Fire-fighting Equipment Management Act. In case of training related to the field firefighting activities, personal safety equipment, etc. shall be worn and operated for the safety of the person as prescribed by the head of the fire department.

  (2) The head of the fire department shall require the fire fighting equipment operator to operate the fire fighting equipment according to its function and use in accordance with Article 29 (1) of the Firefighting Equipment Management Act, and the fire fighting equipment operator shall receive education and training pursuant to Article 30 of the same law. .

Article 22 (Maintenance of Safety Management Communication System) ① The field commander shall maintain a safety management communication system to enable emergency communication with members in danger due to unforeseen accidents.

  ② Matters concerning safety communication system in Paragraph 1 shall be decided separately by the head of the fire department in consideration of communication environment by region.

Article 23 (Operation Recorder) ① Firefighting vehicles equipped with a driving recorder (excluding ambulances) and firefighting equipment of an ambulance equipped with a driving recorder in accordance with Article 47 (2) 1 of the Act on Emergency Medical Services. The operator shall collect and maintain the driving record recorded in the driving recorder and shall comply with the request of the chief of the fire department to submit the information.

  (2) Annex 16-2 of the Enforcement Regulations on Emergency Medical Services shall apply mutatis mutandis to the standards of the driving recorder and the method of collecting, storing, and submitting information in accordance with the installation of equipment.

  ③ The analysis result of driving record can be used for fire safety traffic safety work for the following subparagraphs.

  1. Operation management of firefighting vehicle

  2. Education and training for fire truck drivers

  3. Improvement of fire truck operation route

  4. Establish traffic safety policies to prevent fire accidents.

  ④ The head of the fire fighter’s office shall not impose any adverse sanctions or punishments on the fire equipment operator of the fire engine equipped with the driving recorder by using the analysis results except for the safety inspection and safety management of the fire engine.

Article 24 (Site Fire Fighting Staff Management System) (1) The Site Commander shall systematically identify and manage the number, location, and time of the members in the field fire fighting activities and shall take this into account.

  ② The chief of the fire department should endeavor to arrange a quick fellowship rescue team to quickly rescue in case of accidents such as burial, isolation and disappearance during firefighting activities.

  ③ The chief of the fire department should endeavor to establish an individual positioning system necessary for the location and management of field firefighters.

Article 25 (Suspension of On-Site Fire Fighting Activities, etc.) ① On-site fire fighting team members shall immediately report to the on-site commander, etc. after stopping or taking necessary measures on-site fire safety if there is any difficulty or danger in securing safety during on-site fire fighting activities. .

  ② On-site commanders, etc., who have received the report under paragraph (1) or find it difficult or dangerous to secure safety, shall suspend the firefighting activities and take necessary measures, such as evacuation of the on-site firefighting personnel, in consideration of all circumstances.

  ③ On-site commander, etc., shall take the first aid necessary for accident personnel in case of on-site accident.

Article 26 (Remedy for Disturbance of Safety Obstacles) When the head of the fire department decides to impede or is concerned about on-site firefighting activities or education / training related to on-site firefighting activities, he / she shall remove the obstacles or provide safety measures.

Article 27 (Protection of fellow firefighters) (1) In the event of a firefighter’s death in a field personnel accident, the chief of the firefighters shall immediately discontinue on-site firefighting activities and receive psychological counseling and treatment for fellow firefighters who have been involved in the field activities. .

  ② The head of the fire fighter’s office shall not organize as a dispatcher until he confirms that the result of the measures under paragraph (1) confirms the doctor’s opinion that on-site firefighting activities are possible.

Article 28 (Corrective Action) The on-site commander, etc. shall immediately take corrective action when a member performing the on-site firefighting activity violates the on-site safety management rules and there is a risk of an accident.

   Chapter 5 Inspection of Actual Conditions on Safety Management of On-site Fire Fighting Activities

Article 29 (Inspection of Status) ① The chief of the fire department and the chief of the fire department (hereinafter referred to as “the chief of firefighting agency”) shall establish the safety management system necessary for the personnel performing the on-site firefighting activities and for the purpose of preventing on-site personnel accidents, etc. Actual status checks (hereinafter referred to as “status checks”) on site fire fighting safety management may be implemented.

  ② The Commissioner of the Korea Fire Commissioner, etc., may implement such matters, including fire officials or outside experts, who are not affiliated with the fire department.

  (3) The Commissioner of the National Fire Service may conduct a survey on the safety awareness of firefighters in order to establish the correct safety awareness and establish a safe working environment.

  ④ The Commissioner of the National Fire Service may conduct special inspections with the relevant departments in the event of the need for prevention of safety accidents occurring during on-site firefighting activities during a certain period such as heatwave, rescue and honeycomb removal activities.

  ⑤ The Commissioner of the National Fire Service may conduct an inspection on the safety management policy of on-site firefighting activities, and shall try to reflect reasonable suggestions derived from the communication meeting in the safety management policy.

Article 30 (Method of Inspection, etc.) (1) Matters concerning inspection indicators, methods, etc. for inspection, shall be determined by the Commissioner of the Korea Fire Department.

  ② The head of the fire fighter’s office shall require the department in charge of on-site firefighting activities by type according to Table 1 to conduct an inspection on the on-site firefighting safety management.

Article 31 (Submission of Inspection Results) ① The head of the fire department shall notify the Commissioner of the Fire Department in advance of the inspection and submit the inspection results within 14 days of the completion of the inspection.

  ② The inspection result should include the countermeasures for correcting or supplementing the site fire safety management.

   Chapter 6. Survey and Record Management of Field Crew Accidents
